The wp-config.php file is located in your WordPress root directory. It’s the same file where the database configuration settings are. You will have to access it by FTP or SFTP in order to edit it.
Secondly, can you please also check if you have followed the translation procedure explained in the next link if you haven't already done so and see if it fixes the issue?

I also created a new widget for the Recent Post widget and assigned it to thai language as explained in the next document to fix the Recent Post widget.
Regarding the new issue of Translation review please note that we try to keep one issue per ticket so as to better keep track of issues and stay on the same page so please see if following details helps with the issue if not, please feel free to open a new ticket for this new issue.
- No, you don't need to approve translation for translations made by yourself.
- I see from the screenshot that you are trying to Approve translation of "Home" page that is already completed. You don't need to approve translation of already completed translations.
- If you want to cancel any pending translation jobs you can do to from WPML -> Translation Management -> Jobs.
