This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is having trouble transitioning their development site to a production site. They have followed the instructions for registering development sites and tried to update the URL, but nothing happened. The development and production sites share the same URL, and the client is using SSH port forwarding for development. They want to ensure that the transition to the production site is smooth and without the development site banner.

Solution:
We recommend following the steps to remove the development notice as outlined in the guide: https://wpml.org/faq/how-to-remove-the-this-site-is-registered-on-wpml-org-as-a-development-site-notice/.
Additionally, you should:
1. Access your WPML account at https://wpml.org/account/sites/.
2. Select the Gear icon next to your site.
3. Enter the production site URL and click the "Publish" button to convert your development site to a production site.
4. If the domain for your production site is different, generate a new license for that domain.
5. Activate the production site using the new license key.

I'm having trouble moving development site to production.
I referred to the following site:

I clicked on the gear icon for the target site and entered the URL, but nothing happened.

The development site and the production site have the same URL.
I'm connecting to the development site via SSH port forwarding to conduct development work.
Once it's time to go live, I'll switch the current development site to the production site.
WPML is installed only on the development site.

I want to transition to the state of the product site in advance because I want to publish it without a banner on the release date.
Is it possible to transition to the product site in this state?

Will the following steps work?

The guide you referred to indeed offers a solution for removing the development notice. Additionally, by accessing your WPML account (https://wpml.org/account/sites/), selecting the Gear icon, entering the production site URL, and clicking the "Publish" button (as shown here: hidden link), you can convert your development site into a production site, which will also remove the development site notice.

If you're having issues removing the Notice from your WPML account, you can follow the instructions outlined in this guide: https://wpml.org/faq/how-to-remove-the-this-site-is-registered-on-wpml-org-as-a-development-site-notice/

This process will also assist in removing the Development notice from your site. After transitioning your site to production, if the domain for your production site is different, you should generate a new license for that specific domain. After that, activate the production site using this new license key.
