This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to create redirects for their multilingual sites using WPML. The redirects for the main English URLs work, but when attempting to create redirects for other languages, the pages still load as 404 errors.

Solution:
We recommend downloading and installing the WPML glue plugin for Yoast SEO, known as WPML SEO, which can be found at https://wpml.org/account/downloads/. After installation, please refer to the guide on how to use WordPress SEO with WPML at https://wpml.org/documentation/plugins-compatibility/using-wordpress-seo-with-wpml/ for further instructions.

If the solution provided here does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, we encourage you to open a new support ticket. I can create a redirect for my main english urls that are 404, but when I create a redirect for my language sites, the page still loads as a 404.

See the image of 3 examples of redirects.

I see that you're not using WPML's glue plugin (WPML SEO) for Yoast SEO. You can download this plugin from https://wpml.org/account/downloads/ and then check this guide for more information https://wpml.org/documentation/plugins-compatibility/using-wordpress-seo-with-wpml/.
