Problem: The client is looking to import translations from an old site into a new one, specifically for string translations and not page content.
Solution: We recommend the following steps for importing string translations: 1. Use the WPML String Translation module to export and import .po files. Detailed documentation can be found here: Importing and Exporting String Translations. 2. When exporting, select the text-domain of the plugin from which you wish to export the strings. 3. If you want to include existing translations in the file, ensure to select the appropriate option. 4. Be aware that importing a .po file will overwrite any existing translations in the String Translation module.

Tell us what you are trying to do? I translated one site into Thai already. There is some overlap with a new site I'm working on. Can I import the old translation and use it for the new site? And then clean it up to remove all the superfluous translations I don't need?
Is there any documentation that you are following?

I am not sure what you mean exactly, but you can either import translated pages from other website and then use those pages, but note the translation will not show in the WPML editor and you need to continue with manual method.
You also need to import default language pages and then 2nd language page to be connected, or connect them manually.
Other way is connecting translation memory from different websites, and then when you translate pages translation memory will be used for the same sentences.
As for translation memory, sure you can try that, but note that then these 2 websites will share translation memory and credits. Also for translation memory to work sentence needs to be 100% the same.

I need some guidance beyond the brief blurb on the link you sent me.
For EXPORT:
1) Export strings into .po/.pot file Select domain ... ? WPML string translation? Or WPML? Or what?
For IMPORT:
1) What does "Also create translations according to the .po file mean? I plan to keep translating in the new site. Should I check this box?
2) Select what the strings are for: Same question as above. WPML string translation? Or WPML? Or what? Include Thai translations - yes that's what I want.
1) If I have translations done already, if I import a .po file, will it overwrite those already done?
2) I have a very small site with limited text. Why can't I find much of this text in String Translation? I've tried many of the suggestions you've given to other users to no avail.
Must it be marked for translation or something first? Before being searchable in string translation?
first, you need to understand difference between the translation of page/content and the translation of strings that are there from plugin files, for example, WooCommerce.
Import / export of translation of pages is not possible other then WP All Import / export.
1) Export - you need to select text-domain (plugin) from which you wish to export translation fo strings, that you added via WPML String translation.
2) If you want to include translations that are in the file, then yes you need to select that box.
3) You need to select text-domain (plugin)
4) Yes it will overwrite translation done in WPML String translation plugin
