I had a few rounds of testing in my local copy. The line break in between paragraphs does not happen after the following steps. Please check the attached images for more details.
1) Switch to Hello Elementor theme
2) Update the Page - hidden link in the original language to refresh the translation settings
3) Update the translation from the WPML Advanced Translation Editor
So it looks like a compatibility issue with your customized theme. Have you made any changes to your theme recently?
But there is an issue in the Paragraphs. Somehow the Advanced Translation Editor is considering the texts like the following as a single paragraph. Have you noticed this issue in the past?

But doing all this I can't see any change. It's still not retained the line space
Thank you for the updates. On my local copy after switching to the Hello Elementor theme, I made minor changes to the paragraphs of this page having the issue - hidden link. Then update the translation from WPML Advanced Translation Editor.

We had multiple tests but were not able to reproduce the issue exactly here with the default or Hello Elementor theme. So one request. Increase *WP Memory Limit* to *256* MB(the minimum required memory limit for WPML is *128*). Please check the following links for more details.
