So Yes I can find the url's and yes I can manually can put the english one in. But when I save it it still directs me to the native language page (dutch). I cleared all cache browser and site.

I done the english global section translation. It is 100%, but when I look at the english footer.. it is still dutch. also in the Global section I see the '+' not a edit pen icon
