This thread is resolved. Here is a description of the problem and solution.
Problem: The client needs to remove a website from the WPML dashboard but no longer has access to the website. Solution: 1. Go to the WPML account sites page by clicking on "Register WPML on your sites" or directly visiting https://wpml.org/account/sites/. 2. Find the website you want to remove and click on the "Trash" icon on the right.

You can remove the key in your account here https://wpml.org/account/. The site owner will get a notification in their Backend that the key is expired and steps on how to purchase their own license.
I am asking because I have already checked in https://wpml.org/account/ and there is no way or I am finding no way to remove the key from WPML side. The only way is by connecting to the website with the key.
I want you to show me the EXACT steps please on how to remove a site key or how to remove access to WPML for a website FROM the WPML dashboard. Thank you.
