This thread is resolved. Here is a description of the problem and solution.

Problem:
The client has activated WPML but is unsure of the next steps for translating their website. They expected the plugin to automatically duplicate all website pages for English translation, which did not happen.
Solution:
We explained that the client purchased the 'Multilingual Blog' membership, which does not include 'WPML String Translation' or 'WPML Translation Management'. This membership allows for manual translation of posts, pages, and other content types but does not support automatic duplication or translation of content built with page builders or theme strings.
For capabilities like automatic translation, content duplication, and managing translations via a translation management system, the client needs to upgrade to the 'Multilingual CMS' tier. Details on upgrading and the features of different memberships can be compared here: https://wpml.org/purchase/
After upgrading, the client can download the 'WPML String Translation' from their WPML.org account here: https://wpml.org/account/downloads/
To duplicate content, navigate to WPML > Translation Management, select the content in bulk, and choose to duplicate it. The procedure is detailed here: https://wpml.org/documentation/translating-your-contents/displaying-untranslated-content-on-pages-in-secondary-languages/

If this solution does not apply to your case, or if it seems outdated, we recommend opening a new support ticket. We also advise checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Hi Mihai,
Thank so much. I see that WPML is installed now. I have activated it. But what I don't understand is, what I should do for the next step. Is there not some wizard I can use for this?
I expected that the plugin would duplicate all my website pages for the english translation, but that is not done. So I have no idea what I should do now.
Hope to hear from you. Thank you.

Hi there.

From what I can see, you purchased the "Multilingual Blog" membership which doesn't come with "WPML String Translation" or "WPML Translation Management".

You should be able to use this current membership if you want to manually translate posts, pages, post types, and other types of content but if you would like to translate content that is built with a specific page builder, or if you would like to translate strings that come from a theme, or if you would like to be able to use translation management to duplicate content and manually translate it, or if you would like to use automatic translation, you would need to upgrade to the next tier ("Multilingual CMS") and pay the difference.

Here you can also find out more about each of the types of memberships that we have available and compare them:
https://wpml.org/purchase/

After you upgrade, you should be able to find the "WPML String Translation" plugin that I mentioned inside your WPML.org account downloads section (https://wpml.org/account/downloads/). Download it and install it on your website.

WPML will not duplicate automatically the content from the default language into the other languages. You will be able to go to WPML > Translation Management > select in bulk all the pages/posts/other types of content that you want to duplicate and then you will be able to duplicate them.

Procedure is described here:
https://wpml.org/documentation/translating-your-contents/displaying-untranslated-content-on-pages-in-secondary-languages/

I hope that you will find this information helpful.
