This thread is resolved. Here is a description of the problem and solution.

Problem:
Elementor Popups are not translated in the frontend even though they are translated in the backend.

Solution:
Make sure to activate WPML String translation to support translating Elementor and Elementor popups.

I am trying to: translate my popups
I have pop-ups translated, but on all languages is visible only spanish one (primary language)
pop-up are created with elementor

It looks like you currently have "WPML String Translation" plugin deactivated and activating the plugin is required to properly support Elementor with WPML.

I did a quick test by activating the plugin and popup translation seem to work fine.

Please activate WPML String Translation again and it should solve the issue.
