[Resolved] WPML brings image texts from a totally different page
This thread is resolved. Here is a description of the problem and solution.
Problem: The client is experiencing incorrect image text translations within the WPML editor. Solution: We identified a possible cause related to media files with similar filenames. For more details, see the errata page: Media Translation Issue with Images Having Similar Filenames. We applied a workaround by navigating to WPML > Settings > Media Translation > How to handle media library texts and disabling the option 'Translate media library texts with posts'. We then initiated a re-sync of the media library by clicking the 'Start' button. We recommend testing this solution on your staging site to confirm if the issue is resolved.

Great, I have detached the image as suggested. I had to make a small change on the page for it to go away from WPML ATE.
Now, a new issue has popped up as a DIRECT result of the change. I suspect detaching the image caused the duplication of a translated image text, now showing on the wrong side of the ATE. Therefore, WPML is expecting me to translate from French to French. Look at the snapshot below. The translated image texts at the very bottom are being duplicated to the top of the snapshot.
Hmm, the original images and pages are ONLY in English. I do not work in French. The page in your link appears entirely in French. Back in the days, I was a computer programmer, and I could barely help my French-speaking customers on their French Windows PC.
Anyhow, I have no idea what you want me to do on that French link that you provided me with. And why can't I do it on my English pages?
I have been talking to someone else about this French to French translation mess, but he is ONLY providing me with solutions to fix it. I need to know WHY it keeps happening and how to PREVENT it from happening again. I have other things to do in life then fixing the WPML plugin's mess.
Sorry to be so blunt, but I have been having lots of issues with WPML plugin for the past 2/3 weeks now, preventing me from working on my translations. Right now, my business is completely dead (no income whatsoever) due to needing my new website with SEO work to be completed and live.

I see on your site that the original content for this page was created in English, but on your screenshot you are trying to translate from French to English.
You should translate from English to French and when doing this I can not confirm the issue. See screenshot.

Gee, you had access to my site and looked at that particular page and suggested I detach an image from the WordPress Library. Didn't notice that my page was 100% in English???
The screenshot does not mean the content was created in French. It simply means WPML is screwing things up. Look again instead of presuming the snapshot means the content is in French.

Yes, and if you search for "structures" in WordPress media library, you will find only one image, and it is in ENGLISH.

How did you come up with the fact that the image is French???
And why was it working fine before I detach the image that was not part of the page??
