[Resolved] Checkout page shows English text in all languages

I have a problem in the website
my website in 3 languages
English russian and Armenian
i have a plugin which i created which is working based on billing_city field.
I did a translation of the order details in the checkout page.
but when I have the value in the field Choos the Region on other two languages. it's showing english content. At the page load it's showing right info. and after 2 seconds it's showing english content. Please help me to fix the problem.
