This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is working on a development site and inquires whether it is advisable to install the WPML plugin for translation purposes during the development phase or to wait until the site is complete.
Solution:
We recommend installing the WPML plugin on your development site as soon as you have content that needs translation. Here are the steps to follow:
1. Visit https://wpml.org/account/sites/ to create a new WPML development key.
2. Copy the key, then go to your development site, install WPML, and use the key.
For migrating your site to the live environment, we suggest using the Duplicator plugin. You can find the plugin here: https://wordpress.org/plugins/duplicator/

After migrating, register WPML on your new site and enter the new key by logging into your WPML account, removing the old site, and adding the new site to receive a new key.

Background of the issue:
I am working on a site that is currently under development. The language translation team needs access to the webpage to use WPML for translation.

Symptoms:
No specific issue or error message mentioned.

Questions:
Is it good to install the WPML plugin for the translation process on a development site?
Should I wait until the site is complete with the English version before installing WPML?

Hi there, of course!

You can go here (https://wpml.org/account/sites/) > create a new WPML dev key > copy it > then go to your dev site > install WPML > and then use that key.

WPML can be used whenever you have content that you want/need to translate.

For migrating your site afterward to the live environment, my recommendation is to use the following plugin:

This plugin should easily take care of the URL-replacing process.

After migration, register WPML in your new site and enter the new key:
Please Login to your WPML account >> go to the "Sites" page (https://wpml.org/account/sites/) >> Remove your old site / domain fsite/domainand add your new site >> it will give you a new key which you can add back in your site in Plugins > Add new > Commercial.
