This thread is resolved. Here is a description of the problem and solution.

Problem:
You are working on a site under development and trying to translate the footer using WPML, but you are experiencing issues with string translation.
Solution:
If your footer is created using widgets, and you find that string translation is not working for some widgets, we recommend creating one widget per language. You can do this by navigating to Appearance > Widgets in your WordPress dashboard. For detailed guidance, please visit our documentation on translating widgets: Translating Widgets.

If this solution does not apply to your case, or if it seems outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If you still need assistance, please open a new support ticket at WPML support forum.

Hello,

Could you please provide more background about how the footer is created?

In case you are using Widgets in your footer, take note that if the String Translation will not work for some widgets, then you can create one widget per language at Appearance > Widgets.
