Background of the issue:
I am working on a site under development and trying to translate the menu using WPML.

Symptoms:
The menu is not translating.

Questions:
What could be causing the menu not to translate?

Thank you for contacting WPML support team,

So it seems that your menu is called on the elementor header template, so there are two things you got to do :

1- Translate the menu :

Here is a documentation on different ways to translate your menu : https://wpml.org/documentation/getting-started-guide/translating-menus/

2- Translated the header template :

- To translate an Element template, Go to WPML → Translation Management and select Template in the first dropdown.
- Click the Filter button. The list updates and shows all your Elementor templates.
- Select the templates you want to translate, how to translate them, and send them for translation.
