We sent the pages for the translation to Blend vendor.
We have an issue that a button is not presented in the Italian page. hidden link hidden link
Looking at the XLIFF file (attached), we see that for this specifically, we see some attributes in the target tag:
CTA in 2nd block:

Could that be related? Does WPML ignore strings with this target state?

I'll help you get started while a supporter takes your case.
From the XLIFF code you shared, i can see the content comes from an ACF block, so we can start from the most basic part of it: the Advanced Custom Fields Multilingual configuration.
Since you already the latest version of Advanced Custom Fields Multilingual, you should be able to see any of the new and automated methods to configure your blocks and field groups.
If the translation preference of this block is set to "expert", i'd suggest you change it to "same fields across languages" and then make a small change to the page that contains the CTA and send it again to the service. if such translation service has a translation memory (highly likely) then you will only pay for the new content that will appear (the CTA content, i guess).

The attributes you see are exclusively for our translation editor and do not "exclude them" it just tells our editor what to do (pick a past translation, segment it, etc) so unless "Blend" has made a specific integration for this, then it shouldn't be relevant here, but that would be a question for that service.
I would like to request temporary access (wp-admin and FTP) to your site to test the issue.
(preferably to a test site where the problem has been replicated if possible)
