This thread is resolved. Here is a description of the problem and solution.

Problem:
The client experienced a 'WPML detected a new address for this site' message after renaming server folders for their website.
Solution:
If you're experiencing this issue after renaming your server folders, here's what we recommend:
1. Determine if the old website will still be used or if you have moved completely to the new website. If the new website is only a copy and you plan to continue using the old website, select the option 'Yes / This is only a copy...'. Otherwise, select 'No / I changed the address...'.
2. Ensure that you update your WPML plugins to the latest version. You can do this by navigating to Plugins -> Add new -> Commercial tab.

This solution might be irrelevant if it's outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the issue persists, please open a new support ticket at WPML support forum.

Background of the issue:
We have two folders on the server for the existing and new website. We renamed the existing to old and new to existing. Followed this article (https://wpml.org/forums/topic/i-see-a-wpml-detected-a-new-address-for-this-site-msg-on-my-site/) to resolve WPML notice.

Symptoms:
WPML detected a new address for this site message on my site.

Questions:
Could you please assist in resolving the WPML notice?

Thank you for contacting us

1.- Will the old website still be there or are you going to move to the new website?

If this new website is only a copy and you plan to continue using the old website then you should select the first option 'Yes / This is only a copy...'

Otherwise, select the option 'No / I changed the address...'

2.- Please don't forget to update the WPML plugins to the latest version (v4.6.15) in Plugins -> Add new -> Commercial tab

Currently, the issue is resolved by selecting the no option. If any issue persists further I'll let you know.
