This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is working on a site under development and is unable to translate the Call to Action (CTA) in the header using WPML, as the string does not appear in the WPML String Translation.
Solution:
We recommend trying two methods to locate and translate the missing CTA string:
Method 1: Navigate to WPML > String Translation. At the bottom of the page, enable the option "Look for strings while pages are rendered." Then, visit the front end where the CTA is displayed, and return to WPML > String Translation to search for the string.
Method 2: If the string is still not found, it might be included as an admin text string. Follow the process outlined in our documentation to find and translate admin text strings: Translate Admin and Settings Strings
and Finding Strings that Don't Appear on the String Translation Page.
Please note, if the strings originate from outside WordPress, WPML may not be able to detect or translate them.

If this solution does not resolve your issue or seems outdated, we highly recommend checking related known issues at WPML Known Issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:

Hi there, and thank you for reaching out.

Certain strings may require a specific procedure to be located and translated. There may also be duplicate strings; we must find and translate the correct ones.

Moreover, the proper method for translating strings greatly depends on how they have been incorporated into the theme/plugin.

Please attempt both methods and check if either of them resolves the issue.

Method 1:

Navigate to WPML > String Translation and at the bottom of the page, you will find a checkbox labeled "Look for strings while pages are rendered." You can enable (check) that option, then go to the front end to a page where the string is displayed, and afterwards return to WPML > String Translation to search for that string and see if it now appears.

Method 2 (in our case here, this might be what will help you find the strings, add them to WPML > String Translation > and the translate them):

They might be included as admin text strings if you can't locate them within WPML > String Translation.

PS: There is also something important to mention; if the strings come from outside WordPress, it would be impossible for WPML to see or translate them.
