Thank you for contacting WPML support. While you are waiting for one of my colleagues to take this ticket and work on it, let me provide you with the first debugging steps and try to help with the issue quickly.
1) Please update all WPML plugins to the latest version by going to the Plugins → Add New page, click the Commercial tab, and then click Check for updates.
all of the setup is complete. We used the clone field and set 'wpml_cf_preferences' => 0. However, when we export the file, the "Don't translate" field value appears in the XLIFF file.
I have tried to reproduce this issue on my local test site and I cannot, the ACF field I set as do not translate is not included in the XLIFF file (although the field label was; the first time a post using custom fields with labels is translated the labels are offered for translation along with the post, which is a one-time occurrence).
So I've set up a sandbox site we can work on together to try to reproduce the issue.

If you check you'll see one ACF field group with one ACF field set to do not translate.
I created the first post and translated it: that included translating the field group name and field label (the one-time occurrence).
I then created a second post and created a translation job.
If you go to WPML > Translations you can download the XLIFF file and see that the custom field is not included.
Can you try to add a custom field with the same configuration as on your own site to reproduce the problem, then let me know so I can take a closer look.
