This is a pretty custom request (it falls out of the purpose of our Support Policy) and it might require a developer or a WPML contractor if you don't know how to implement it (I will share the documentation and try to explain a bit): https://wpml.org/contractors/
You can use PHP to display a language switcher anywhere you want on the site and it will need to be added in the theme's code.
