I am not sure what would fit better, I don't know the product that you are building (probably both options would work, each at its own time in the process the user needs to follow) but I recommend that you join our 'Go Global' program (https://wpml.org/documentation/theme-compatibility/go-global-program/) after you build up your product where our Compatibility developers will help you make your product 100% compatible with WPML for free if you would really be interested in being officially compatible with WPML and this way, your product would also show up on our site.
