This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was unable to update WPML and restored the site to a previous version. They also inquired about running WPML on a staging site.
Solution:
We recommended the client to register the site with a new WPML site key after taking a full site backup. The steps include:
- Deleting the old key from the account page
- Unregistering WPML from the site through the Plugins>Add New>Commercial tab
- Generating a new key and registering the site with it
- Upgrading to the latest version of WPML
For detailed instructions, we provided documentation links:

For the staging site, we directed the client to documentation on how to create site keys for development sites:
Registering development sites with WPML

Hello,

Welcome to the WPML support forum. I will do my best to help you to resolve the issue.

As per the following screenshot, the WPML site key does not match. So it may be causing the issue while we upgrade.

- Click on "Unregister WPML from this site"
- Refresh the page
- Click on "Get a key for this site"

- Register the site with the new key
