I want to check if the webpage has been translated into a specific language.

Solution:

We have extensive documentation for developers and hooks that you can use for this purpose.

Probably the following two hooks are what you need in your case.

https://wpml.org/wpml-hook/wpml_element_translation_type/

https://wpml.org/wpml-hook/wpml_element_has_translations/
