This thread is resolved. Here is a description of the problem and solution.
Problem:
The client was experiencing an issue where the menu was not translating on their website.
Solution:
We requested temporary access (wp-admin and FTP) to thoroughly examine the issue. After reviewing the settings, we identified that there was no existing translation for the menu in the "English" language, as indicated by a "+" icon next to it on the menu settings page. We advised the client to follow the steps outlined in our documentation on translating menus, which can be found here: Translating Menus Documentation.
