It is not. There are two toggles - one in the header and one in the footer - they give different translations - the one that says Startseite for Home (not Heim) is the correct one. Plus the other issue is once you click on DE sometimes it doesnt switch back.

Inside WPML > Languages you have activated:

- a menu language switcher in the footer menu
- the footer language switcher

Both switchers work as expected.

The language switcher in your header is not configured inside WPML. I am not sure how this one was created, but I suggest you add a menu language switcher to your main menu instead.

The language switcher in your header is not coming from WPML.

I would suggest you ask the person who developed the site about how this element was created.

Your developer should use here a WPML custom language switcher instead.

Footer WPML is also not working properly now i restored backup but there is an issue with your plugin
