Activating the OTGS plugin

santiv-3	Background of the issue: I am working on a site under development and trying to activate the OTGS plugin after uploading it. Symptoms: I uploaded the OTGS plugin but I can't activate it. It says activated but it is not. Questions: Why does the OTGS plugin show as activated but isn't functioning? How can I successfully activate the OTGS plugin on my development site?

The OTGS installer plugin stays deactivated by default, it's only necessary to have it installed and it will work. To use it, you can go to Plugins > Add New > Commercial. There, you'll see a list of the available plugins. Let me know if this answers your question.
