This thread is resolved. Here is a description of the problem and solution.

Problem:
El cliente ha instalado el plugin WPML en su sitio web de prueba, pero al activarlo, no funciona correctamente.
Solution:
Si ya has instalado WPML en tu sitio o lo tenías instalado anteriormente y hay rastros de WPML en tu base de datos actual, eso podría ser una razón por la cual no se puede activar. Te recomendamos descargar manualmente los plugins directamente desde aquí (selecciona en la parte inferior "Quiero descargar manualmente"), descarga el plugin que te interesa instalar en tu sitio, luego ve al backend de tu sitio > Plugins > Añadir nuevo > Subir > y sube e instala el archivo zip del plugin que acabas de descargar.

Si esta solución no resuelve tu problema o si la información proporcionada se ha vuelto obsoleta o no es aplicable a tu caso, te recomendamos abrir un nuevo ticket de soporte. También te sugerimos revisar los problemas conocidos relacionados, verificar la versión de la solución permanente y confirmar que tienes instaladas las últimas versiones de los temas y plugins.

Background of the issue:
He instalado el plugin WPML en esta web de prueba (dev), pero cuando lo activo no funciona.

Symptoms:
El plugin no pasa nada cuando lo activo.

OTGS Installer is just an installer-helper type of plugin, and you can read more about what it can do here:

If you already have WPML installed on your site or had it installed before and there are traces of WPML in your current database, that might be one reason why it can't be activated.

You can manually download the plugins directly from here (https://wpml.org/account/downloads/ - select at the bottom "I want to download manually") > download the plugin that you are interested in installing on your site > then go to your site's backend and deactivate + remove the current version of the plugin (no worries, the data is saved inside the database) > then, you can go to your site's backend > Plugins > Add new > Upload > and upload and install the zip file representing the plugin that you just downloaded.
