This thread is resolved. Here is a description of the problem and solution.

Problem:
You transferred 40000 credits to your site but cannot see them in your account.
Solution:
If you're experiencing this issue, it might be due to the creation of a new automatic translation account ID when WPML is reinstalled or WordPress is reset. This can cause credits to remain in the old account. We have identified two separate automatic translation accounts in your case and have now moved the credits to the correct account. You should be able to see them on your site now.

If this solution does not resolve your issue or seems outdated, we recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket.

Background of the issue:
I bought 40000 credits and I transferred them to the site I want to use them on, hidden link.

I'm sorry to hear that you are going through this, and I'm here to help you resolve it.

Those credits probably got stuck.

So, please let me explain why I think this situation with the credits might be happening.

When you initially install and set up WPML, an automatic translation account ID is created.

If you uninstall/reset WPML or reinstall/set WordPress from scratch, a new automatic translation account ID will be generated, and the credits will remain in the old account.

So, I was able to find two separate automatic translation accounts (one created a few months ago and one last month). I moved the credits to the correct account now, and you should see them on the site.

Please let me know if you can see them on the site now.
