This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to edit a page with Elementor, but the Elementor Widget Panel does not finish loading unless WPML is disabled. The Widget Panel remains greyed out with a continuous loading animation.
Solution:
We recommend downgrading to the latest stable version of Elementor instead of using the Elementor Dev version. You can find the latest stable version and instructions for downgrading at Elementor Changelog. After downgrading, please check if the issue with the Widget Panel persists.

If this solution does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, we highly recommend checking related known issues at WPML Known Issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I am trying to edit any page with Elementor. I have set the WP-config Memory Limit to 512M rather than the default 40M.

Symptoms:
The Elementor Widget Panel will not finish loading unless WPML is disabled. The left-side Widget Panel is greyed out and the 'loading animation' keeps going forever.

Questions:
Is this a known bug? I have already had a look at the known issues.

Here is the ticket. I will require temporary access (WP-Admin and FTP) to a test site where the problem has been replicated, if possible. This will enable me to provide better assistance and determine if any configurations need to be modified.

Please note that it is important to have a backup for security purposes and to prevent any potential data loss. You can use the UpdraftPlus plugin (https://wordpress.org/plugins/updraftplus/) to fulfill your backup requirements.

For some reason our WP Theme "Profecient" came presupplied with Elementor Beta plugin meaning Elementor was being updated to beta/dev versions.

Followed Kors advice to rollback to the newest stable (3.25.4), and while the Elementor Widget Panel does take a bit of loading, the issue is resolved.
