This thread is resolved. Here is a description of the problem and solution.

Problem:
You have assigned 290000 credits to your website as prompted by WPML, but you still receive an 'Out of Credits for Automatic Translation' message and the language switcher does not display a dropdown menu.
Solution:
We recommend that you first remove your domain from your account dashboard on the WPML site. You can do this by visiting https://wpml.org/account/sites/. After removing the domain, re-register the sitekey to your website by navigating to WP > Plugins > Add New > Commercial Tab in your WordPress dashboard.

If this solution does not resolve your issue or seems outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket with us for further assistance at WPML support forum.

Thanks for contacting us. Could you please remove the domain from your account dashboard here https://wpml.org/account/sites/ ? Then, re-register the sitekey to your Website in WP > Plugins > Add New > Commercial Tab.
