About the media:
The meta information for images, like alt and caption, will only be translated automatically if used on a specific page or post that is translated with the WPML Translation Editor.
As I explained earlier on our tickets: The Houzez Theme is currently not marked as compatible, and we can currently not recommend translating it with the WPML Translation Editor or by using automatic translation.
As an alternative, you can translate this information manually inside the media library or by using WPML > Media Translation.

About the image in the top section of the homepage:
This image was used as a Container's background in Elementor and can not be translated this way as it is added as a style setting. It needs to be part of the content to be translatable automatically.
If you add the image to a post's content using an Image Widget and translate the post automatically, you should be able to achieve an automatic translation of this metainformation.
