[Escalated to 2nd Tier] "Translated Independently" post being overwritten when original post switches from draft to publis...

Background of the issue:
I have successfully reproduced an issue on a local site with a fresh install of WordPress and no other plugins. The main language is EN and the translated language is FR. I created a new post in EN saved as a draft, duplicated and translated it to FR, and then edited the FR version independently. After publishing the FR post, I changed the EN post from draft to published.
Symptoms:
The FR post has the correct FR title but the content is overwritten with the EN content after the EN post is published.
Questions:
Why is the FR content being overwritten with EN content when the original post is published?
How can I prevent the translated post from being overwritten when the original post is updated?
Hey thanks for looking into it. I wasn't able to reproduce it until I activated the WPML String Translation plugin, and then was able to successfully reproduce it with the steps above. My post is here:

I didn't realize initially that it only happened with String Translations activated as well.
Languages: English (English )Spanish (Español )German (Deutsch )
Timezone: America/Lima (GMT-05:00)
I was able to recreate the issue, which overwrites the content on the translated post using the original content, if a draft post was duplicated, then translated independently and after that published.
I have escalated this issue to the second-tier support team for further revision.
