This thread is resolved. Here is a description of the problem and solution.
Problem:
The client was unable to activate WPML on their website despite having multiple sites on the same hosting and having tried creating multiple keys for both development and production environments.
Solution:
We acknowledged the issue and informed the client that our team was working on a fix. Once the fix was applied, we provided the following steps to register the site with a new key:
1. Perform a full site backup (this is mandatory).
2. Go to the WPML account page at https://wpml.org/account/sites/ and delete the existing key for the site.
3. Navigate to Plugins > Add New > Commercial tab in the WordPress dashboard.
4. Click on the "Register WPML" link.
5. Click on the "Get a key for this site" link and copy the newly generated code.
6. Return to Plugins > Add New > Commercial tab.
7. Register the site with the new key.
