This thread is resolved. Here is a description of the problem and solution.

Problem:
I have this message aleatory:
WPML plugin cannot connect to wpml.org

When I go to check in "installer support" and "check now" the message is gone, but after that it's appearing again.

Solution:
This is often a temporary connection issue. Please try the following steps to force another check to clear the notice:

1. Go to Dashboard > Updates
2. Click the "Check again" link

If this didn't help, please check if you see any errors in WPML > Support > Installer Support > Installer log.

Kindly check the following guide for more details about each error and what actions you can take: https://wpml.org/faq/wpml-plugin-cannot-connect-to-wpml-org/#check-the-installer-support-log

WPML needs to connect to its server to check for new releases and security updates. Something in the network or security settings is preventing this. Please allow outgoing communication to wpml.org to remove this notice.

Please contact your hosting provider and ask them to whitelist the following domains then click the "Check now" button again and see if that helps:

cdn.wpml.org

If the message appears again, could you please try the following steps?

1. Go to your account page (https://wpml.org/account/sites/)
2. Delete the key for the site
3. Go to plugins-> Add new-> Commercial tab
4. Click on "Unregister WPML from this site"
5. Click on "Register WPML"
6. Click on "Get a key for this site" (Kindly check the attached screenshot)

For better support, we handle one issue per ticket so I created a new ticket for the other issue you mentioned.

Kindly mark this ticket as resolved if the admin notice is gone and we will continue the discussion here: https://wpml.org/forums/topic/split-php-deprecation-notice/

Regarding the question about PHP 8, our dev team implemented support for it in WPML since version 4.4.7 https://wpml.org/changelog/2020/12/wpml-4-4-7-compatible-with-wordpress-5-6-and-php-8/
