Upon reading the conversation you had with my colleague, I understood the issue you were having on your site while saving the Menu. However, while investigating the issue, I noticed that the Chinese Menu on your site is getting saved properly without any error. Kindly check this video(hidden link) for a better understanding.
Since everything appears to be functioning properly at the moment, has the problem been resolved? If you are still experiencing difficulties, please try clearing the caches and updating the permalink structure by going to the "Settings > Permalink" page.

No, it still havent resolve... it can be saved because i of the modsecurity on server level. But this wasnt the best practice as it put my website on risk. Also we keep encounter internal server error due to redirect loop from this plugin.

I was working on your site to determine the root cause. Sorry for the inconvenience you had due to disabling the plugin. I enabled them already.
I have checked and encountered with that the 404 error. Disabling ModSecurity is indeed not an ideal solution. Will it be possible for you to reach out to the server administrator and ask for the mod security audit log? If you get that, please share that in the next response for further investigation.
As your site is currently in production, continuing the debugging there may cause issues on your production site which directly can affect the visitors. Will it be possible for you to replicate the same issue on a staging site so that I can continue the debugging there? In that way, your site will be safe.

Hi Let us know if you received this and already working on this issue please? The 500 internal server error that came from this plugin is causing customer running into 500 internal server error during transaction, which lead them to not receiving order confirmation. But we also need the translation to be on, because we have a lot customer using other language as well.
Thanks for sharing the staging site. I will investigate the issue with the Saving menu further on the Staging site and let you know an update.

Thanks for your patience. I thoroughly inspected the issue on your staging site and have noticed that the issue with the saving menu is happening even if I keep WPML and its add-ons deactivated. Not only that, I disabled all plugins, switched to another theme, and also changed the htaccess rule with the default WordPress rule but the issue continues to persist. The issue was only gets resolved once I changed the permalink structure to "Plain".

Rest assured, the WPML plugin is not involved in the problem you're experiencing with saving menus. I also would like to share that several users have already reported the same issue in the WordPress.ORG forum. You can check them by going to the link below.

In most cases, disabling ModSecurity solves the issue. So, I guess, there is a particular rule in ModSecurity that is causing the issue. Kindly check the Forum threads and I hope you'll get some hints on which rule can cause the issue.
As far as I know, it is possible to whitelist single rules instead of disabling the ModSecurity for your entire site. You can also reach out to your hosting provider and discuss about the issue.
