When opening translations I see this - 1st screenshot.
When clicking "Wordpress Dashboard" I see this - 2nd screenshot.

Where should I tell WPML that this site has been copied to a development environment?

It looks like you chose the option "Move" site instead of "Copy". Please follow the workaround in the link below and let me know if it helps.
