This thread is resolved. Here is a description of the problem and solution.

When you push changes from a staging site to production and update your site key, WPML notices the change to your site's URL and initiates a migration wizard. Once you confirm that you have moved your site from a development URL to a production URL, WPML begins the process of transferring your translation information to the new site.

Hi,

My main site is dalux.com. I created a test enviroment called dalux.com/staging-site.
I registered the staging site as a development site and added a key to it.

When I push the changes on the production site, there was a license mismatch obviously, so I added the correct key for the main site again.

Now WPML is asking me:
"Site Moved or Copied - Action Required
Looks like this site is a copy of a different site, or moved to a different URL.

I moved the site to this new URL
This is a copy of my original site"

I don't know which option to choose in this case.

Thanks for contacting WPML support.

Since this is the Main/Production site, you can select "I moved the site to this new URL"
