This thread is resolved. Here is a description of the problem and solution.

Problem:
You need to migrate pages from one WordPress site to another while maintaining the connection between the pages in WPML, but you are unsure how to proceed since the translations and content are connected to page builder widgets/blocks.
Solution:
We recommend using WP All Import and the WPML addon for migrating your pages. However, this method might not work if you are redesigning your website in a new and different way, as the import will carry over the same page design and structure. For more details on using WP All Import with WPML, please visit Importing Multiple Languages with WP All Import and WPML.

If this solution does not apply to your case because it is outdated or not suitable for your specific situation, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I manually translated my website using over 20 native speakers. Our translations are great and cost us a lot to do. We are redesigning our website with a totally new design, but we want to keep most of the same text to be reused across the pages. We plan to build on a totally new WordPress on our server, and not on the current website. We must migrate these pages from one website to another.

Symptoms:
I cannot find any documentation on how to migrate pages to a new website while maintaining the connection between the pages in WPML.

Questions:
How can I easily move these pages to the new website and have WPML understand the connection between the pages?

Hello,

easiest way would be using WP All Import and WPML addon, but to be fair I am not sure that will work for you, since translation and content is connected to page builder widgets / blocks, so if you are building your website in new way and different, importing translation will not work since it will import same page / design.

In the same way, it works in the default language without WPML, not sure if you have some other way in your mind?
