I would assume that setting my Admin language would keep the Admin toolbar in English.

Furthermore, my theme, Divi, is in Spanish when editing a Spanish page. I cannot read Spanish so I cannot edit the layout.

In the meantime, please provide us with the following information:

Do I understand right that on your screenshot the Amdin language is set to Spanish?

If so, then please take note that this is expected:

The admin language controls WP admin and Page Builder strings in purpose in the active language, as supposedly someone who makes edits in the Spanish language needs a Spanish interface.

If the admin language is set to a different language than Spanish and you are experiencing an unexpected issue, I would suggest as a first step that you change the WP Memory Limit, as the site might be running over the limit:

Your current values are:

PHP Memory Limit 256M
WP Memory Limit 40M
Add this code to your wp-config.php to increase WP memory:

define('WP_MEMORY_LIMIT', '256M');

Paste it just before:

/ That's all, stop editing! Happy blogging. /

Now, verify the current settings at WPML > Support > WordPress. Then complete the translation again.

These settings can be limited directly by your hosting provider, so I recommend you contact and ask them to modify them directly.
If you can get even higher values It would be great.

Note: WPML needs a minimum WP Memory limit of 128M to work only under a minimal environment, which means, with a default theme and no other plugins installed.
