This thread is resolved. Here is a description of the problem and solution.
Problem:
use ATE to translate a post that contains Kadence Blocks "Testimonial" block Solution:

This may be a compatibility issue with the *Kadence Testimonials* Block.
I created a sandbox for us to test this with a minimal environment
1) Click this URL to visit the Sandbox site backend - hidden link
2) Configure WPML like your live site and activate WPML add-ons
3) Install the Kadence theme & plugin
4) Create a page with a testimonial and translate it
all set up and not translating, same as my site. Didn't even have to install Kadence Theme (it's not linked to Kadence Blocks, they are two stand alone products).

I have escalated this to our compatibility team and will update you once there is news.
In the meantime you can add translation manually by doing the following:
1. View the translated post in the front end
2. Click on "edit post" on the top bar
3. this will allow editing the translation in the backend manually (dismiss the warning)
this works, now I can translate the teestimonials, thanks.
One small issue though - every sentence of a single testimonial is separated and needs to be translated on it's own in ATE, which doesn't make sense. They should be considered as one piece of text (the entire testimonial = one ATE translation box).
and the option to join them manually is unnecessary work + doesn't always work (i.e. in some cases, I don't get the option (chain icon) to click to join them, even if the two sentences are part of a single testimonial.
Thank you for the feedback, this is expected behavior, the sense of joining segments is to make automatic translation work better in case a sentence has too many segments and the automatic translation does not work as expected in terms of grammar or sense.
