Problem:
You are experiencing licensing issues when cloning your staging site to your production site and are looking for a way to eliminate the banner message that appears due to this. You are considering whether having the same sitekey for both staging and production sites could be a solution.

Solution:
We recommend you to follow these steps to categorize your site as a development site and resolve the licensing issues:
1. Visit the documentation on using a copy of your site with WPML.
2. In the WPML banner that says "WPML detected a new address for this site", mark that the site is a copy.
3. Decide if the development site will share the same translation credits as the production site.

Alternatively, you can:
1. Register a new license for your site on your account page.
2. Register the site as a development site.
3. Use the new license key to register the staging site.

Can you please try to follow the steps outlined here in order to categorize the site as a development site?

You can mark in the banner "WPML detected a new address for this site" that the site is a copy and then you need to decide if the development site will share the same translation credits as the production site.

Alternatively, you can register a new license for your site inside your account page(https://wpml.org/account/sites/) and register the site as a development site and use the license key to register the staging site.
