Hello,
To answer your question we would need to know how the footer was created.
Are you using a Block Theme, any kind of Page Builder with Templates or is the Footer based on Widgets?
It would also be very helpful if you could send us the WPML debugging information.
More information here:

Best regards

I added the debug information to this ticket. As far as your other questions, the site is built using the Blocksy theme using the Gutenberg editor, along with the "Stackable - Gutenberg Blocks" plugin for added block options. The header and footer is built using the Blocksy customization options, not on widgets. Hopefully this helps. Let me know if you need me to send you screenshots of anything or any other info. Thanks.

Hello,
If the header and footer are set within Appearance > Customizer, then those are considered admin text strings. To find these strings, please follow the steps outlined here (https://wpml.org/documentation/getting-started-guide/string-translation/finding-strings-that-dont-appear-on-the-string-translation-page/#register-admin-and-setting-strings-for-translation ). Once you've located them, add them to String Translation. After that, they should appear in WPML > String Translation, and you will be able to translate them from there.
I hope you find this information helpful.
Please let me know how it goes.
