This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was experiencing issues with the German navigation menu and footer not appearing on most pages.
Solution:
We found that the problem was either due to incomplete translations or manual edits made to the German version of the pages. We recommend following these steps:
1. Edit the page with Elementor in the original language.
2. Save the changes.
3. Use the WPML editor (the arrows icon) to re-translate the page.
If this solution does not seem relevant to your situation, please open a new support ticket with us.

ohh okay thank you.
I will try it out. One thing still wondering why the german nav is missing on most other pages. Aswell as the footer do you have any idea?

Hello,

I checked and it is the same issue, you either have not translated the page completely or did edit the German version manually.

I have edited with Elementor page in English and saved it, clicked on the arrows icon, and re-translated the page, it works just fine then:
