This thread is resolved. Here is a description of the problem and solution.

Problem:
You bought 40,000 credits but cannot add them to one of your accounts because the pay-as-you-go feature is disabled. You are also unsure why you can't add prepaid credits to your account.
Solution:
1. Ensure that your site is using the correct site key. If there have been changes to your server, domain provider, or site URL, you need to register WPML again.
2. Verify that both of your registered sites are visible on your WPML account page. You can check this by visiting https://wpml.org/account/. This is also the page where you should be able to assign the credits to each site.
3. If there are any failure messages when trying to assign credits, please check for any active subscriptions and ensure that credits can be assigned individually to each site.
4. If the site is registered under someone else, such as a developer, please contact them to have the site removed from their registration.

If these steps do not resolve your issue or if the information provided here becomes outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. This can happen if the site is not using the correct site key. WPML needs to be registered again each time the server, domain provider, or site URL changes.

I will be glad to sort out this issue for you.

I do currently not see any issue on our system when it comes to this site URL.

Please go to WPML > Support > Installer Support and click "Check now".

Do you see any issues, like for example "Site key not matching..."?

According to our system, you have 40.000 on your WPML account.

Can you please confirm if you see both of your registered sites when going to this URL?

This is the page from where you should add the credits to each site. Do you get any failure messages when trying to assign credits to one of the sites?

Take note, that both sites appear to share the same organization, which means that they share translation memory, glossary, and subscriptions for credits. There currently does not exist an active subscription. You should be able to assign credits to each one of the sites individually.

It seems like someone else, maybe the developer of your site has registered the site, too.

We have solved the issue now on our end, but please try to talk to the dev who has the site still registered and ask to remove it.
