contact form are not translating

This will help speed up the support process. Based on the debug information, I see that you’re using Contact Form 7. We offer a "glue" plugin to translate Contact Form 7 forms. You can find detailed instructions here: Using Contact Form 7 with WPML. Essentially, you just need to select the form in WPML → Translation Management and send it from there for translation.
