This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is trying to modify menus that have been translated from English to French. Although the menus appear translated on the front end, the French menu section in the WordPress dashboard under Appearance > Menus is empty.
Solution:
1. Verify that the pages included in the menu are translated, as this will automatically translate the menu items in other languages.
2. Instead of switching to the French language in the menu section, click on the French link under "Add Menu Items" to see if the French menus are listed in the dropdown.
3. If the menus are not listed, go to WPML > Support > Troubleshooting section.
4. Select "Navigation Menu" from the dropdown under the 'Cleanup' section and click on the "Synchronize Post Taxonomies" button.
5. Follow the instructions for synchronizing menus provided here: https://wpml.org/documentation/getting-started-guide/translating-menus/#option-3-automatic-menus-sync-by-wpml
6. Clear your site's caches and check if the French menu is now accessible.

Tell us what you are trying to do?I have a series of menus that are translated from english to french. The menu are still translated on the french side but I ant to modify them.
I usually go to Appareance > Menu, then I select a menu and and clic on french. But now the french menu section is empty. The menu are still translated on the front end.

Is there any documentation that you are following?

Is there a similar example that we can see?

What is the link to your site?

Hello There,
Thanks for contacting WPML Support.

I understand the issue you're having and will try my best to assist you in this matter.

Kindly note that if the pages included in your menu have already been translated into other languages, the menu items will automatically appear translated in other languages, even if you haven't specifically translated the menu itself. This is why, the menu is still showing translated in the Frontend.

However, from the screenshot, I can see that there are 7 menus on the French side. Instead of switching to the French language, could you please click on the French link under "Add Menu Items" and check if the French menus are showing there or not? You should see a Dropdown containing the Menus created in French language.

If the Menus are not showing there, please try the following and check if that helps to solve the issue.

- Please go to WPML > Support > Troubleshooting section.
- Select "Navigation Menu" from the Dropdown below the 'Cleanup' section and click on the "Synchronize Post Taxonomies" button
- Once done, Synchronize the menus by following the instructions here: https://wpml.org/documentation/getting-started-guide/translating-menus/#option-3-automatic-menus-sync-by-wpml
- Clear the caches and check if the French menu can be accessible or not.

Please let me know the update. I will be happy to help if you need further assistance in this matter.

Best regards,
Prosenjit
