This thread is resolved. Here is a description of the problem and solution.
Problem:
The client is trying to modify menus that have been translated from English to French. Although the menus appear translated on the front end, the French menu section in the WordPress dashboard under Appearance > Menus is empty.
Solution:
1. Verify that the pages included in the menu are translated, as this will automatically translate the menu items in other languages.
2. Instead of switching to the French language in the menu section, click on the French link under "Add Menu Items" to see if the French menus are listed in the dropdown.
3. If the menus are not listed, go to WPML > Support > Troubleshooting section.
4. Select "Navigation Menu" from the dropdown under the 'Cleanup' section and click on the "Synchronize Post Taxonomies" button.
5. Follow the instructions for synchronizing menus provided here: https://wpml.org/documentation/getting-started-guide/translating-menus/#option-3-automatic-menus-sync-by-wpml
6. Clear your site's caches and check if the French menu is now accessible.
