You might need to get in touch with your hosting provider: https://wpml.org/faq/wpml-plugin-cannot-connect-to-wpml-org/#:~:text=wpml%3A%20cURL%20error%2028%3A%20Operation%20timed%20out%20after%2045009%20milliseconds%20with%200%20bytes%20received.

Please let them check if the domain listed there are no blocked by any firewall rule.
