This thread is resolved. Here is a description of the problem and solution.
Problem:
Our menu translation works fine, however we use a top level item as a custom link with the url "#". So when a user click on it, it will drop down to show the menu items under it.
This top menu item is always the same. How can we make it different in different languages?
Solution:
You can translate the menu items with custom links by editing the translated menu in Appearance > Menus and creating the link for the secondary language.
