This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was unable to add a language switcher to the navigation menu because WPML did not recognize existing menus, likely due to using a Full Site Editing (FSE) Block Theme. Additionally, there were issues with translations appearing as 'In Progress' or disappearing from the list.
Solution:
1. Since the site uses an FSE Block Theme, the 'Appearance → Menus' section is unavailable. We recommended adding a Language Switcher block directly in the templates using the Block Editor. For guidance, see the Language Switcher Block Guide.
2. For the disappearing translations, we advised:
- Go to 'WPML > Translation Management'.
- Select the Navigation Menu 'Navigation 4 Menu' and the template part 'HeaderMy1', then send both for translation. Detailed instructions can be found here: how to send jobs for translation.
- After sending, check 'WPML > Translations' to see the jobs listed and take over the translation jobs.
3. If issues persist or if the solution seems outdated or irrelevant, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If further assistance is needed, please open a new support ticket at WPML support forum.

Next problem:
I can not add a language switcher to navigation menu, because WPML thinks that I have no menus on the site:
"The button is disabled because there are no menus in the site. Add a menu and you can later enable a language switcher in it."
However I have menus, cf. image.
The behaviour of Translations are strange at least - when I order by any column name
(Title, Status) the status of Navigation Menus changes from "complete" to "In progress"

Hi,

This behavior is expected when using a Full Site Editing (FSE) Block Theme. In these themes, the "Appearance → Menus" section is not available, as WordPress only displays this option for Classic or Hybrid themes. Our option checks for a menu created using that way.

The correct approach now is to add a Language Switcher block directly in your templates using the Block Editor.

It was quite straightforward to include the language switcher in the navigation menu (a language switcher on the left side of the header was done by Kor without my permission).
1. The language switcher went life ad hoc in both languages (LanguageSwitcher_20241204a.jpg), no “Send it for translation” as per “Add a Language Switcher Block to a Template, Template Part, or Navigation” was needed.
Point 4 “If you translate it using the Advanced Translation Editor, copy the language switcher fields to the secondary language and click Complete.” - I cannot understand, do I need it?
2. However in the Advanced Editor I do not see the language switcher (LanguageSwitcher.AdvancedEditor_20241204.jpg), is it expected behavior? – I have completed the translation

Navigation 4 Header is no more available in Translations, cf. screenshot – this is unbearable!

The same has happened once with Andreas (Front Page) – and I want now to clarify it completely and forever!

the answer if for 1) and 2), it's the same, and you don't have to do nothing more here.

I assigned the job to myself earlier to check if the WPML flag class might be visible in the search as a hidden element. It seems the cancellation isn't being saved correctly. I see "Cancelled," but after refreshing, it remains open. This was the reason it was "In Progress" for you. You can try reassigning it to yourself as a new job and saving it with 100%.

I will be out of the office until Monday. If you need further assistance with this case, please open a new ticket, and my colleagues will be happy to continue supporting you with your project.

Navigation 4 Header is still not available in Translations, what has happened?
HeaderMy1 has also disappeared!
Please make them visible ASAP!!!

The translation of "Navigation 4 Header" is already completed. I'm not sure what you mean. I did not re-translated "HeaderMy1."

I do not see "Navigation 4 Header" and HeaderMy1 in WPML.Translations, cf. screenshots .
On Dec 4 there were 7 translations, on Dec 5 - only 5.
Both translations as above have dissapeared.
In TranslationManagement.Jobs i I have found HeaderMy1.

As Marcel is on vacation, I’ve taken this ticket and will do my best to assist you further.

I understand your concern. The "WPML > Translations" should always displays the list of hjobs that are completed/inprogress/needs review. It is possible that the translation job of the templates that you've mentioned has been cancelled which is why, they no longer appears in the Translations list.

To see them again, please follow these steps:

1. Go to "WPML > Translation Management".
2. Select the Navigation Menu "Navigation 4 Menu" and the template part "HeaderMy1", then send both for translation. You can refer to this guide for details on how to send jobs for translation:

3. Once sent, go to "WPML > Translations", where you should see both translation jobs listed. You can take over the translation jobs and complete them from there.

1. If I send the pages/parts for translation (only to see them in Translation) will credits be charged?
Depending on your answer to 1. I will do it or not – because it is a DEV environment
2. Is it the right way to see if a page/part is translated (completely) by anybody (me or somebody else):
In the "WPML > Translation Management" hover over the translation symbol? (cf. screenshot)
2. It seems that “Cancel” doesn’t restate the status but leads to unwished consequences, correct?

1. Will credits be charged when resending pages/parts for translation?
If you resend pages/parts for translation to see them in the Translations list, WPML will not charge credits as long as the content has been translated previously, and there are no changes to the content. WPML's translation memory ensures that previously translated content does not use credits again. However, if the content has been modified or is newly sent for translation, credits will be charged.

Since this is a DEV environment, you can proceed without concern for credit consumption if the content has not changed.

2. Is hovering over the translation symbol in "WPML > Translation Management" the correct way to check translation status?
Yes, hovering over the translation symbol next to a page or part in "WPML > Translation Management" is a quick and reliable way to check its current translation status. The symbol will indicate one of the following:
- Complete: A green translation icon appears.
- In Progress: An hourglass icon will appear.
- Not translated: A Yellow translation symbol appears.

3. Does canceling a job reset its status?
Yes, canceling a translation job does change its status, but it shouldn't lead to any unexpected issues. However, note the following:
- The translation progress for that job will be lost, and it may need to be resent for translation.
- The content may no longer appear in the "WPML > Translations" list.

If a job has been mistakenly canceled, the safest way to proceed is to resend it for translation and take over the job again, as outlined earlier.
