It is up to the theme to provide RTL support by including the corresponding rtl.css file in the theme. If the theme supports RTL you should have no problems with WPML.

the Deca theme hasn’t been tested by our Compatibility Team so I’m not sure if translating portfolio would work smoothly but if you are saying that it was built using WPBakery Visual Composer than it should work since we are compatible with WPBakery Visual Composer. But in this case the Blog version won’t suffice you need to buy the “multilingual CMS” package.

Sometimes the flags you can choose to pick language are suddenly dissapearing, and need to go in and apply them again in configuration in backend. It typically happen when I just go in and update some pages, and suddenly all setup is gone and no language options are available.
