This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was unable to see the WPML plugins in the installed plugins section after downloading and activating them via the OTGS Installer. Additionally, the client was unsure where to insert the WPML key on their website.
Solution:
We resolved the issue by deactivating and removing the OTGS Installer plugin, which might have been blocked by a security feature on the client's site or server. We then manually uploaded and activated the WPML Multilingual CMS core plugin version 4.7.3. The client can now proceed to set up WPML using the setup wizard located in WPML -> Setup.

Background of the issue:
I'm trying to add WPML to a new website. I downloaded the OTGS installer and uploaded it on the website. I also registered this website with my WPML account on your platform and it generated a key. I opened the OTGS installer and could see the list of all the available plugins. I tried to install WPML Multilingual CMS, String Translation, and WooCommerce Multilingual & Multicurrency plugins. I selected them, checked the activate after download box, and pressed download.

Symptoms:
There were loading messages after which it said downloaded/activated but I still don't see these plugins in my installed plugins section and don't see a place where I can insert the WPML key.

Questions:
Why don't I see the WPML plugins in my installed plugins section after downloading and activating them?
Where can I insert the WPML key on my website?

You can put any random email address. Something like wpml@your-domain.com is fine with us. What we need is the username and the password.

Hi, and thanks for the access details.

You have shared with me access to a regular user. I can't access the WordPress admin. I only get the WooCommerce My Account screen. Please see the attached screenshot.

I must have access as an administrator user.
Please change my user to an administrator role and let me know once it is done.

Hi, I shared with you access once again. You have the administrator role.

The password is the same as I shared with you prior and the username is wpml_support

Hi,

I fixed this issue on your site. You can now proceed to set up WPML using the setup wizard in WPML -> Setup.

It is unclear to me, but it seems something was wrong with the OTGS Installer plugin on your site. It could also be that some security feature on your site or server blocked the installer plugin. I deactivated and removed the OTGS Installer plugin. Instead, I uploaded the WPML Multilingual CMS core plugin version 4.7.3. Activating it worked. You can now continue setting up WPML. Please see the attached screenshot.
